DPRK <State Emergency Disaster Commission> issued a warning for the coming monsoon season beginning July 1 and directed the <Disaster Prevention Emergency Action Commission> for special measures regarding flood disasters.

Freedom Chosun source inside North Korea acquired a copy of internal communication by <State Emergency Disaster Commission> ordering reorganization of Crisis Management in anticipation of heavy rain and storm.

The directive called for a combined unit involving the Defense Department, Commerce Department, military command, Province, City, and County offices to combat the flood disasters and for the disaster recovery effort.

Provincial <Disaster Prevention Emergency Action Commission> must include high-level officials that are above the Provincial Party Secretary grade (Duty Secretary and Organizational Secretary, Propaganda Secretary), as well as Deputy Commander class from the military sector. City-County Commission must include military personnel above the Battalion Commander grade.

Every monsoon season, the flood damage starts in the mountain region where military facilities are concentrated, then spreads to nearby civilian neighborhoods. That is why the military-civilian management structure is necessary to deal with emergencies.
